Biography
A lifelong member of the Lynwood community, Julian is an educator, public servant, and advocate for educational equity and working families. As the child of Mexican immigrants from Sinaloa and Nayarit, Julian understands the aspirations, challenges, and sacrifices that shape the lives of many Lynwood families.
Having grown up in Lynwood and attended local schools, Julian has experienced firsthand the challenges students from underserved communities face. As a young English learner, he came to understand the importance of equitable educational opportunities, supportive educators, and public institutions that respect every student's dignity. These experiences shaped a lifelong commitment to ensuring all students have the resources and opportunities they need to succeed.
Julian graduated from Vista High School in 2008, attended Cerritos College, and transferred to the University of California, Davis, earning a Bachelor of Arts in English in 2014. In 2020, he earned a teaching credential from California State University, Dominguez Hills. Julian first developed a passion for education while tutoring high school students in English, mathematics, and social studies during college. Encouraged by educators who recognized that potential, he pursued a teaching career to help students realize their own.
After returning to Lynwood, Julian worked with Volunteers of America Los Angeles and served as a substitute teacher with the Lynwood Unified School District from 2017 to 2019. During this time, he also coached baseball at Lynwood Park, further strengthening ties to the community. In September 2019, he began teaching English Language Arts and English Language Development at John C. Fremont High School in the Los Angeles Unified School District, bringing firsthand classroom experience to the work of supporting students and families.
In 2007, Julian began a commitment to public service through a Regional Occupational Program assignment at Lynwood City Hall, where he gained firsthand insight into local government. That early experience sparked an enduring interest in civic engagement and community leadership, which continued through student government at Cerritos College and subsequent service on local commissions.
In 2016, Julian was appointed to Lynwood's Public Safety, Parking, and Traffic Commission. In 2020, amid the uncertainty created by the COVID-19 pandemic, he sought a seat on the Lynwood School Board, motivated by concerns about the challenges facing students, families, and educators. Although unsuccessful in that election, he remained committed to public service and was later appointed to the Planning Commission. In 2021, after a vacancy on the Lynwood School Board, Julian was appointed to serve on the board, demonstrating the experience, knowledge, and judgment needed to represent the community.
As both a classroom teacher and a school board member, Julian brings a valuable perspective to public education. Classroom experience provides a direct understanding of the needs of students, educators, and families, while school board service offers insight into the responsibility of setting priorities, making difficult decisions, managing public resources, and maintaining accountability. This combination of professional and public service experience informs a practical, student-centered approach to leadership.
Throughout Julian's journey, experiences as the child of immigrants, a former English learner, an educator, and a working person have reinforced the importance of opportunity, dignity, and accessible public services. These experiences have also strengthened his commitment to ensuring public institutions respond to the needs of the people they serve.
Julian is proud to have built a life around serving Lynwood. From attending local schools to teaching students and serving on city commissions and the School Board, he has remained deeply connected to the community. Lynwood is more than a place to live; it is home, and its future is inseparable from the future of the families who call it home.
Julian believes every Lynwood resident deserves the opportunity to build a secure future, every student deserves an excellent education, every worker deserves to be treated with dignity, and every community member deserves a meaningful voice in the decisions that shape their lives. With a background in education, years of public service, and a deep understanding of the community's experiences and aspirations, Julian remains committed to building a stronger, more equitable future for Lynwood.
